Hello, recently a certain told me that what i did there is metagaming and such againts the server rules. He meant of me taking control of the Auctioneer, and speaking in his name/acting in the topic.

I justify it as just RPing out what players already do with Kemo auction, and the said character has no time for such.

A character belongs only to their player, and only them. And only the player may decide what happens.

This one is fine.

Obviously, we encourage players to avoid playing the parts of NPCs, but it is a nuanced thing and most discreet interactions are perfectly acceptable. For example, RPing a waitress bringing you your drinks in the tavern is completely fine, as the NPC is doing only what could reasonably be expected of her (her job). RPing hiring a messenger is fine. The same can be said for the Auctioneer; we assume he is doing his job. Even beginning posts on the forum such as "Rumours spread of..." is implicitly using NPCs because someone must be passing on the rumour.

Players should be careful though because it is a fine line and on the other side of it is godmodding. Anything beyond these discreet interactions could be against the rules, so we simply ask players to employ a bit of common sense, and to check with us first if something is ambiguous.
