but I'm a little confused about it. What is the ruling about practiced spellcaster in a build with either levels of Red Wizard or the currently unreleased Archmage? Are those builds legally allowed to get over 34 caster level so long as there are levels in the build that do not give spell casting progression?

If you're a pure caster, you may not take the feat.
If you're not, you may.

The easiest example of what you ask is Blood Magus: 9/10 progression, but he gets a bonus to CL when he uses certain abilities. Thus, your (say) Wiz/ASoC/Blood Mage gets CL 33+Blood Mage's eventual CL increase. Therefore, you are already at 34+. Red Wizards have similar bonuses (but permanent, whereas BM ones are on activation). As far as Archmage is concerned...wait for the release and see.
Somebody told me I should do what they told me...
But there's a hole in that plan, and I'm tearing it down...
