Jand Auren does Merchant mediations. His fee is 50% of coin saved. He will take payment in gem trade equivalent if you have gems.

The items you seek probably will eventually show up at auction for a much better price, though.

Requests such as this should be done in-character. Otherwise, you are essentially metagaming the Skills and Abilities of NPCs by overcoming experience-based limits set by a current character level, yet offering little Role-play to the Server.
