Alternate languages
I was wondering if a character could select languages not offered when leveling. In past servers I have played on this was done as DM's would grant them assuming you had the int bonus and not taken any yet. I.E. a human with 12 int could hit escape and close the language options and a DM would give them Halruaan since it isn't an option normally. I am not asking about special languages like cant, drowsign, or animal. More languages that seem to have been arbitrarily locked by race.

Yes, ask a DM in game or send a PM to the team with the request. Many DMs will ask for an RP reason (and definitely will with the rarer languages).

This is a frequent question we're asked so I'll add a few more points in addition to what Golem answered.
Languages that are somewhat exclusive are likely to be turned down as a request. These would be akin to a Surface toon wanting to learning the Underdark languages. Drow would be much more likely to be denied than Undercommon, as Undercommon is more prevalent and less guarded. These are still subject to circumstance, however.
Localized languages are more freely given out. If your character is from Luskan or Cormanthor. Things of this nature.
Having a posted character biography will go a long ways towards convincing a DM that a nonstandard language should be granted.
When you gain the opportunity to gain a language and you don't see the option you want, close the Pick a Language window. It's MUCH easier for a DM to add a language than it is for them to replace a language. We literally have to dump all your languages and redo them all if someone wants one replaced.
And lastly, if you can't find a DM that is available, be patient. DMs are very busy on client and they might be busy with something else.
