Impossible to find a party anywhere ever
I made some bad decisions, RCR'd my char a few times too many. I'm stuck at level 3-4, so I can't find a party, so I can't level, so I can't find a party, so I can't level. There are never any people in that level range except my stupid brother, and he actively works to stop me from finding a party. What do I do?

3-4 is a bit of a rough patch. There aren't many xp lucrative areas with a CR rating of 2-3 that you can do solo.
What I do with characters stuck in that rut is grind the graveyard for undead body parts. At level 4 I'll hunt bears.
Other than that: stop RCRing. Pick a class and build up its backstory. You don't need to be superman at low levels. Once you get a group going, be sure to remember who you have partied with and look for them in the future. It's not unusual for me to party with someone at level 5 and keep partying with them up to epic levels. This works best if you find a character whose alignment and class benefits yours.
If you're a fighter, find a mage or druid. If you a priest? Find a rogue. Mutually beneficial cooperation lasts a long time.
In the meantime, keep an eye out for Jimmy Farmer. He's a low level character that gets along with anyone, provided that they can tolerate a well-intending racist. Fair warning: his lack of education WILL get you involved in some facepalm-worthy shenanigans.

You might be able to convince Charraj to buff you, in which case you might not need a party! I mean, what could go wrong?

Id like to join you at some point with my halfling wizard character she is super week and squishy, but if your willing to carry her it would be nice.
however currently my time is pretty limited being christmas, having to work loads during the busy period etc.
Of course my first priority goes to RPing and currently Medune is involved in a lot which I'm really enjoying and getting stuck into, so what little time i have to play in BG.
I think currently alot of people are in the same boat, its a bus time of year so don't let the lack of low levels get to you, last few weeks i've seen plenty of 1-9's in the player scry. so they are out there.

Level 3 Graveyard. Then look to do the quests around BG; then travel to the hilltop ruins or the road with bandits and bears. Generally there's someone around the hilltop ruins.
