bigby hand 9th lvl

The new version of bigby 9 ignores that while a opponent is being grappled by the hand they are only allowed to attack the hand with bare hands or tiny weapons ? Opponents are allowed to attack it while welding two handed weapons and large one handed weapons is this a bug or was it made to not act like pen and paper?
