What has been pointed out to me by a few DMs in game is, currently as it stands, the Techsmith's Gondsman is considered a "Summon" and would not be allowed inside cities or Inns. However i do not believe this should be the case. A Gondsman is a built construct, one which follows the techsmith as a Guardian and Servant. Techsmiths ICly wouldn't really be able to just "Summon" or "Unsummon" it with a wave of their hand. True they could order it to wait outside the gates or Inn, however the Gondsman represents a serious investment of time and money for the Techsmith, so most would not be willing to let it out of their sight in fear that it may get damaged, stolen, or scrapped for parts by another Techsmith or golem crafter.
I would like to sugest that a gondsman in town be treated more like an NPC rather than a summon (Baldur's gate has a temple of gond so such sight wouldn't be uncommon) provided it is not equiped with a weapon, so that players do not have to be scared that the guards would destroy their Gondsman "Just because".
