New item shop
It's nice to see epic shops being added to the game, there are several things that bother me with the new one.
Let's start with the armor selection:
+4AC, +3str... banded mail... What is the purpose of this armor exactly? I would really, really like to hear an explanation. Are you trying to get more people to use banded mails? This isn't the way to go about that, you change the stats of the banded mail if you want that. Or, better yet, change the pve environment so that it doesn't require 50AC at epic levels.
Sneak items... You not only introduced a few +3 hide/ms items, which the sneak lobby (falsely) claimed were not present in game, but you went a step further and added a +4 hide/ms item to the shop. Talk about offering a finger and losing a hand. Oh, but it's okay, the +4hide/ms boots don't have AC. That's a big nerf, seeing as AC is very important when you are "sneaking" 24/7.

Blackjack... really? Are you serious? You made a shop with blunt weapons like flails, maces, morningstars and then you make Blackjack a shortsword in disguise? If Banded mail was a move against "power creep", why wasn't the blackjack made a proper flail then? :^) Why was blackjack made a finessable weapon? We are talking about a +4EB, 1d4 piercing damage and +3hide/ms one-handed weapon which is finessable, while pretending to be a flail.
The Dark Heart, another shortsword disguised as a flail. +4eb +2 vamp regen. Yet another weapon designed for ptwf sneaks. From the last discussion about enchanting, I got the impression that vamp regen was frowned upon, or does that only count for non-sneaks?
Rest of the weapons, and the lode and whet stones seem really nice though. I still don't understand why you went ahead with the unpopular items first. If you want them used more, this is not the way to do it. Throwing disguise on flails just so you could stick with the theme of the shop while directly giving two ridiculous weapons to sneaks was a cheap shot though.

Blackjacks have been available in the Mask store for ages. The stats you've listed on them, which do sound a bit extreme, are quite different from the Blackjacks that were previously available though.
As for them being finessable, I don't see the problem with that at all. It's a weapon commonly used by thugs, and I would think they should be lighter and easier to wield than a light mace.

However, they are also, more or less, considered a non-lethal weapon. If one has +4 EB and 1d4 piercing and +3 hide/MS, I would have to agree that that's a tad OP, even if they do add a little more flavor and variety.

I don't mind the power level of the item itself THAT much honestly, but this is the same shop that for some reason sells an epic BANDED MAIL. At least make the majority of items in the same tier then. The banded mail is laughable. That one bothers me way more than both the sneak gear and the short swords disguised as flails... I thought we were going to work on improving the situation for non casting melee's, and then we get a banded mail ~_~ It's like a joke... a very bad one.

Irrelevant RL story: My great grandfather from Denmark made his own blackjacks from leather strap and stone - he even made a two handed version, and used that one to break a burglar's kneecap.

That's cool. Wish my own great grandparent from Denmark did cool stuff like that. There are more than a few items on the vendor in question that made my eyes pop out of my head, and the blackjack is definitely one of them. Statistically speaking it is better than all of the weapons I own. The stealth cloak and boots aren't that great, unless you want to trade 2 or 3 AC for +1 hide/MS with the latter. Some of the other melee weapons, namely the light maces(like the fire one), are jaw dropping. Even those darts are rather terrifying. Yes folks, I said darts.
I didn't notice the banded mail yet, although I tend to gloss over banded mail by default... because, like you said, banded mail sucks

Some of the "top-tier" grandfathered items that are already out there among the older and/or richer players are even stronger than the items at the new vendor.
My eyes bugged out at the new items too, but if this means leveling the playing field against grandfathered items, so be it.

I don't think the blackjack thing was intentional, there are 2 types of flails in NWN2, one is the bugged one (flail) the other is correct one (Flail) and they have different mechanics

Blackjack does not seem to be finessable. My dexterity modifier does not get added to the Blackjack's AB, even though its weapon size is small.
So maybe don't spend 200K on it yet.

That one is not a bugged 'flail' - its a workaround to provide offhand flails.
And from what i heard, that was the intention to add some more offhand flails to the game.
