Blood Magus skill bugged?

Heyo,

About a week ago I tried to mark my friend with the "Blood mark" skill which allows you to mark a rune with their "blood" so you can later use the Bloodwalk skill to travel to them. When I used the feat on him it gave me a the message that it was waiting for his consent. I asked if it said anywhere on his screen asking him to give consent or click a box, but he said no. Shortly after it says something like "time has run out for them to consent" without ever notifying them or telling them a command on how to accept. Is the Blood marking feat bugged in some way? Or is there a command for them to accept that I dont know about? Or possibly I am doing it wrong some how? Any insight is much appreciated.
