Fist of the Forest AC interaction with Bear Warrior rage

Up until a couple days ago, the CON to AC transferred over to bear form; I've noticed it does not anymore. Was this an intentional change or something gone awry with the recent update ?
Schrödinger's Cyricism: NPCs simultaneously know everything and nothing about Cyric until observed by the Cyricist. Then they default to the state that disadvantages the Cyricist the most.

The description states that it doesn't work while shapeshifted, not polymorphed. I do not know if there's a technical difference between these two states, but I've always assumed that the former applied strictly to druids.

And yes, I am aware of the second bit.

It never used to apply, that is for certain. I RCR'd my FoF/BW when I realised this.

When I rolled my test toon, it did. That was roughly 4 days ago, maybe it was enabled due to a blunder with the update and was disabled shortly after. Anyway, it's good to know it wasn't ever intended to apply.

Is there a lore-wise reason that it doesn't work, or is it a technical point?
