Bear Warrior item transfer question

Do skill points from items transfer? All kinds? From all items including weapons?

I built myself a stealth bear now that the caster level fix wiped out all my gish ideas, equipped it with stealth items, and found it takes a huge stealth hit when turning into the bear (ca. minus 10) - more than it should even if I count the size adjustment...

Maybe someone can explain?
