So I got this ring.

Ring - Ring of Arcane Might
Feat: Spell Penetration

If I was to make a frost mage, would I then still have to pick the feat, or would wearing this ring automatically qualify my char to pick frost mage without having to pick spell Pen?

You would still have to pick up the feat to qualify for the class.

But... that is a nice perk.

well i think there some monsters tha tyou need to pick Spell Penetration 2

The feat from the ring would qualify you for the class mentioned, it would also be considered an exploit to use it to take the class since you were supposed to have the feat in your build to be able to take the prestige class of frostmage.

Thus you will be forced to RCR upon discovery of abuse of exploit.

I'm pretty sure you can't qualify for classes with feats granted from items. Never actually tested it though.

I know wearing stat bonus items will qualify you for Archmage/Hierophant if you dont have the requisite 17 base casting stat to qualify for 7th level spells for both those PRCs.
