Flurry of Blows - Not working

Flurry of Blows isn't working on my fist monk. He just gets the attack penalty but no extra attack?

What armor you have equipped?

Yes. Monk abilities do not work when wearing armor. 
ANY ARMOR. Only clothing can be worn.

Yes :
When wearing armor, using a shield, or carrying a medium or heavy load, a monk loses his AC bonus, as well as his fast movement and flurry of blows abilities.
