Issue with Oversized Two Weapon Fighting

So after I had taken 2 weapon fighting, had the correct amount of STR required. The next lvl I was to have a bonus feat the OTWF did not show, switched a feat and once I took Imp 2 Weapon Fighting, I was then able to access it.

But per NWN2db and BGTSCC wiki on the feat it says you just need 13 Str and 2 Weapon Fighting.

Anyone else come across this?

It may be that OTWF must be taken on a Fighter level, or any other Class/PrC that has access to Fighter Class Feats.

It may be a fighter feat and would need to take it as a fighter bonus

I took otwf on my fb level 4. I took otwf before taking improved 2wf

Odd I got to F lvl 4 which should be the bonus fighter feat least so i thought
