Whats the difference between the disguise self(s)?

Hello DMs,

I got a few questions regarding "Disguise".

Spell: Disguise self (Level 1)
Spell: Disguise others (Level 4)
Disguise self tool (right-click on character)

Disguises can be more or less difficult : disguising as another gender incurs a -4 penalty, diguising as another race incurs another -4 penalty, changing name doesn't incur any penalty to disguise.
Your disguise score is : disguise skill - penalties +d20

Using spells do not change that part.
1. Does the disguise spell benefit from casterlevel and epic DC bonus? I think it uses just the disguise skill.
2. Does Second Impression work against detect illusions and true seeing?

"Disguise Self" spell:
You magically alter your appearance. The caster decides what to disguise and may at any time remove the disguise. Unlike regular disguises the Disguise Other spell creates an illusion which can be detected and dispelled. The detection DC for the disguise is the spell's save DC - 10, raised up to your total DC depending on the target's disguise skill.
3. So unlike the disguise "by right-click", the disguise spells can be pierced by detect illusion and true seeing but cannot be higher then the disguise skill. Sounds like the disguise self spell is useless.
