[Lore/Rules] Authorities in different places?

Greetings,


Shea plans to hold a public ingame auction sometime soon. Since I would like to involve as many players as possible I'd rather not hold it inside a town but thought about the Wyrms Crossing map, just south of the bridge - or alternatively the Northern Farmlands or even Ulgoths Beard.
All these places are rather central and accessible for both lowlevel characters and Soubar/Wilderness toons.

I would like to know who are the authorities to approach about permission for her auction in each of these places. (Are there even any in case of Ulgoths Beard, for example?)
(Shea would probably know this IC as she is residing in BG for quite some time already.)

All the places are considered duchal territory (with varying levels of actual enforcement).

There is nothing stopping you from throwing up an auction then and there, but it may be polite to let the authorities know so they are ready to respond in the event civility breaks down. The Flaming Fist is headed by Duke Eltan, though a request towards Beluarion [sic] (a well-ranking Flaming Fist NPC) may be sufficient depending on the scope of the goods involved.
