The dwarf merchant in FAI courtyard has, somehow, shuffled closer to the props merchant and adopted the latters inventory. So... no potions, weapons, etc etc.
I've never understood how players manage to drag NPC's away from their original position(I've only seen the Beregost innkeeper move when the quest dialogue is closed), but I've been trying to fiddle around and move the dwarf back to his spot by the cart with no success. I've also never seen a vendor copy another vendors inventory before... but, if he were somehow dragged back to his spot would it even fix the problem?

I think it would since shops are placeables themselves.

Placement of those NPCs is rather important, since the shops are actually markers placed near the NPCs in Toolset. The conversation with the NPC hunts for the nearest shop marker, so if the dwarf gets moved too far, and closer to the placeables merchant, then the conversation will pull that shop instead.
