Quests don't work - chatacter buggy?

Hi hi,

i just realised something weird. My character is Level 21 and some of the quest NPCs won't give her their quests for several weeks already. They say they have no work or don't even offer a quest, so i thought i might be too high level already.

Those quests are for example:

The farmer in the farmlands with the rat
The guy near the graveyard in the farmlands.
His friend in the Hilltop ruins.

But another player could still do the same quests at level 28. Could it be my character is buggy or something?

Hm.... then i don't understand why some players can do them again and again and others not.

So sure there is no bug on my character then?
