how does only usable work? are there tiers you must meet the req for like race/class/align and while you may meet the req for one you must meet the req for any tier listed? ex. only usable by N, NG, LN, dwarf, cleric. if not a dwarf even though you are a LN cleric it is still forbidden.

or is it if you meet any one of the reqs listed then you can use it?

Alignment counts for itself. Race counts for itself. Class counts for itself.

So if something says only useable by lawful neutral, only useable by lawful good, only useable by dwarf, only useable by human, only useable by paladin and only useable by monk...

You must be either dwarf or human AND either LN or LG AND either paladin or monk.

Unless you got 13 UMD, including charisma bonuses and stuff. In which case you can bypass all of it.
