This spell has no saves, but I believe is supposed to only be able to target friendlies. This is hooorrribly powerful in PvP as your spells and abilities go bye bye when you're polymorphed. Mantle probably doesn't even protect against it since SR doesn't come into play.
Edit: It does not work on hostile NPCs but it does on hostile PCs.
