I need a surface equivalent of Underdark.
I need a surface equivalent of underdark.
Meaning an area with predominantly VERY evil society, where evil is considered the norm.
Preferably neutral evil being prevalent.
Ideas?

If it's a society that's not in shambles, Neutral Evil won't work well. Lawful Evil is what you'll most likely find.

Soubar and/or Darkhold and/or Raging shore...no wait Roaring Shore- no wait, why does that not sound right- the pirate cove.
Also there is the Cloudpeaks where the frost maiden temple is. I always considered that an evil zone.
Still we need more evil on the surface! More baddies- woo!
If you would please turn your attention to the display below, you will see an exact visual representation that exists between evil and non evil players on the surface. As you can see there is clearly an imbalance. Lets foster some love and hugs for evil to encourage more player driven antagonistic plot lines. Properly done, it will make 'everyone' a happy dancing banana.

The obvious example is of course Thay, as has already been mentioned. It's a highly authoritarian, human (specifically mulan human) supremacist magocracy where fiends are common sights and undeads (dread warriors, zombies and skeletons in particular) are everyday facts of life. There are a few other locations of clear evil, though. Luskan has a clear evil tendency. Calimshan also is largely evil, to the point where there are bandit groups with paladins in them. Unther and Chessenta are also evil.
And then there's the Moonsea area with its city-states, where several are under the influence of the Zhentarim.
Vaasa is currently a land ruled by Zhengyi the Witch King and consists mostly of undeads, goblins, orcs and giants. Currently at war with Damara.
The Lake of Steam has a few cities with majority banites around it, if I recall correctly.

Long story short I need some more feral/wild settings largely NE or CE. Bonus points if it isn't too far away from BG region. Some largely Malar controlled path of land with forests and crazed cultists in them would work. An Abyss-infested area would work as well. Demon worshippers.
Zhents love order too much, so this one is probably no... Thay might work if there are some crazed forest barbarians around (does it even have forests? Pretty sure it is full desert).
Does it sound like any area you heard of?

The Nelanther Isles aren't far, are largely NE/CE, and have a wide range of human and nonhumans that leave some artistic license for a back story. With so many islands, chances are good a small forested isle with a cult of malar could be present. Lots of other options there too.
