Question about Scripting

I have a question with regards to scripting. Let's say I'm assigning feats to spells, to create a custom spell list. Now, I'd like to be able to keep track of spells within the same level so that you can't use a feat if the character has used up all their castings within that level. I can think of a couple ways to do this - probably the easiest would be to keep track with an item held in inventory, like a DMFI tool for instance. However, I'm utterly new to scripting in NwN2, so.... how would I go about doing this?
