How does shield parry work?

Hello,

I have a question about the shield parry effect i see during adventuring.

Can the parry of your shield be improved by adding points the 'parry' skill?

It is an animation specifically for ranged attacks that fail to beat your AC. It has no mechanical function other than looking 'cool' when your character deflects a ranged attacker.
