One way to it would be to make a mace with a torch appearance, but it would be a mace and flagged by the guard scripts, and use the mace animations. It is basically just a weapon that is on fire.
Or you can just make use of any item with the fire special effect and perhaps ask for DM to add some 10-20 feet orange light to it. It is still just a weapon though.
Another alternative could be just some brooch of light that lets you cast high caster level light spell once per day. You can then just cast it on the shield.

I do not think it is an unreasonable request from a DM to add illumination to weapons such as the one below:

But... Light does play a role in the stealth mechanics of the game. So... there are some things to consider.
Now, if you use a +2 universal saves ring, you can purchase one that comes with a light source of its own. (Candlekeep... the old magic item merchant whose name I've forgotten.)
