Max level question

I'm New here and had a question about getting to Max level, I know a human can get to level 30 but if I played another race like aasimer that is counted at +1 or a crow that is +2 would their Max level be capped at 29 and 28. Or would they be able to reach 30 just taking longer?

All races, even those with ECL +x can reach level 30 on this server.
