Arterial Strike issues

Arterial strike, the feat, does not work as intended:
1. In the description, they do not mention a 18 seconds cooldown
2. A hit of it does not make enemies bleed, even with no Regen (Tested on Horlon, a player)
3. The feat take a full action, making all attacks in the round nullified
