Does oversized 2-weapon-fighting work with small characters?

If I'm a halfling wielding two shortswords, will I recieve only -2 to my AB while using this feat?

Well a hin with oversized and twf gets -4ab/-4ab penalty with shortswords in each hand.


With oversized, twf and monkey grip with 2 rapiers he gets -4ab/-4abalso penalty.

With oversized, twf and monkey grip with rapier/shortsword he gets -6ab/-4ab penalty.

But with oversized, twf and monkey grip with shortsword/rapier he gets -2ab/-4ab penalty

Really what I'm hoping for is that we can get 2 shortswords going with only -2 penalties to both hands.
