Can you get EW the same level you take Evasion?

What the title says.

If you get 16 Swb for evasion, and get your 16th level at 29, would you still be able to grab EW?

A character belongs only to their player, and only them. And only the player may decide what happens.

i believe you can. since the feat evasion comes with during the level,

and EW will be an available option during the feat phase
