I see no reason why Inspire Courage would be affected by silence. First of all description from the game says clearly:
So game itself states it's more about being inspired by the bard-s presence not necessarily him singing/playing music.
Even if you look at PnP - dance and other non-verbal types of "performance" can be valid for a way of roleplaying this ability. Actually considering that it can and most often is ability done during combat - a "flashy" type of fighting style can be type of a performance/inspiration. Don't know about you but in combat situation I'd feel much more inspired by fellow companion that's slashing through the enemies like a pro than some fellow singing in the background.
So simple suggestion - stop silence effects from turing inspirations off. It's unnecesary and annoying - also after leaving silenced zone players need to reenable the feat as it's effects don't come back automatically - which as explained above makes no sense due to type of performance neither in Nwn2 skill descriptions nor in PnP requiring verbal component.
Inspire Courage (Su): A bard with 3 or more ranks in a Perform skill
can use song or poetics to inspire courage in his allies (including
himself ), bolstering them against fear and improving their combat
abilities. To be affected, an ally must be able to hear the bard sing.
Main reason why I ask for it is quality of life. Even considering that Bard's performance for Inspire Courage would HAVE to involve singing it should re-enable itself instantly without using "turn" after leaving silence zone but ingame it actually takes 2 turns to re-enable for it to work again after walking through any silence field. It's especially annoying in locations with any shaman type mobs like west of FAI.
I understand that while PnP manual specifies verbal component for purposes of online game (where if mobs have it they'll spam the hell out of silence) allowing for nonverbal Inspirations isn't that far fetched - especially with ingame description stating bard's presence should be enough. It helps to avoid problems with re-enabling it which should be instantaneous after leaving the silenced zone.
PnP rulebook aside I think it makes much more sense to RP such inspirations as flashy, inspirational combat and not some random singing in middle of the carnage.

Let's be real here for a momment - 60 second spell can work in PnP where in between 4-5 weekly sessions some encounter will have spellcaster opponent that'll use silence. In game environment where if you enter a zone with certain mobs silence gets infinitely cast every 2 minutes it's as useful as if like that spell didn't exist at all.
Even ignoring above it's NOT as it should work even considering PnP rulebook as entering silence zone by running in and out shouldn't cost you 2 turns of combat to re-enable the feat. I mean seriously it takes 2 seconds to run through such silcence zone - if taking a breath in between phrases of a song doesn't disable the ability then such silence shouldn't do it either.
What about making Inspirations automatically re-enable after leaving silenced zone? That would also greatly help and be closer to PnP equivalent.
Turning things on and off to fix things is cool but a little less cool if you need to do it every minute or so.
I did some further testing and realized it can be an issue mostly in very specific circumstances. Currently it seem to be bothersome mostly in Cloakwood and only for low level chars with low saves which is probably why it wasn't that noticeable for other bards.
I wonder if further as the character levels there will be more places like this. Issue is almost non existent until you'll actually end up in location or an event with lots of mobs that have silence in their kit. Problem is when it happens to have the inspiration active you need to disable and re-enable it every 1-2 minutes which is the source of annoyannce.
It's not common, but it is there even at later levels... I vaguely recall the Yuan-Ti Queen liked to silence my Bard back in the day for example. All this said, even when they lose their inspiration Bards are wrecking balls of absolute destruction, I think this is why nothing was ever done to fix/address the request for auto-reactivate. While it is a pain in the butt, when you play one of the top two or three best classes there is it's simply difficult to justify expending dev effort to make them any better. I agree that the inspiration *should* reapply when leaving silence zone or silence wears off, but development is limited so it's a matter of prioritization.
