I believe there are 2 different bugs here:
1. Apparently I had exactly 2 more spells I could learn before my spellbook would be pruned for having too many spells. I got 2 extra spells leveling up (base class is wizard). After this, I received the same warning, but indicating a larger number of maximum spells. I assumed I was safe, perhaps it was based on level for some reason, and I learned one more from a scroll. This triggered the random spell pruning.
2. I would assume that the intended behavior would be to randomly remove one spell from my spellbook. This definitely happened. More than 100 times. It just kept deleting random spells until I panic-quitted. I have now 86 spells and my character (Helinrandir) is just unplayable.

Yes, it unfortunately does remove hundreds of spells. The warning is perhaps not severe enough.
