+4 Silver weapons for small characters

A few years ago I pointed out to a dev that there was a lack of +4 silver weapons that halflings and gnomes could wield one handed, but people could buy a really powerful +4 silver katana in an npc store. That Dev then made a brilliant short sword +4 called the Skybreaker and put it in a shop in Gullykin. It was then later nerfed to +3. I understand if it was ruled over powered, but instead of making it +3 enhancement, how about making it +4 attack bonus and +2 enhancement (for a total AB/DMG stat of 4/2 instead of 3/3)? That would be a far greater help to small characters against epic high ac enemies than +3.

Also, those new weapons (there were 2 others, maces I believe) were never added to the "small arms dealer" in S'shamath. Could they be?
