Was doing fine for 3 weeks and a sudden lag

hi there, 3 weeks ago i changed to a decent graphics card and the game was running smooth and fine for me.

but since last Friday, i notice a heavy lag and delays for around 5 seconds during fights. could it be

-my ISP is not giving enough speed(or congested time of the day that slows the connection)
-my graphics card suddenly not functioning well or
-some issues after the patch that caused some lag?

Did anyone else notice the difference or experiencing the same issue?(or is it only me?)
