Been away for a while and my wizard can't learn new spells from scrolls anymore

You get a Study Spell feat now, under Feats -> Class Abilities. Put that on your hotbar, activate it, then select the scroll you want to learn from, then use that scroll.

The benefit of learning with Study Spell is it can be used on all items that cast spells, allowing you to learn from potions, books, wands, and so on.
