Bugged Flail Weapon Type

Some flails in the game are incorrectly flagged as small weapons when they should be medium. Furthermore, despite that incorrection, they are not finesseable, although you can't use them with power attack either, meaning that they have the worst of both types and none of the advantages.

IIRC, it's an outcome of unfinished project of making small finessable flails.

Blackboxed. Custom weapons cannot be made finessable. Small flails are there to allow people to dual wield them, use them for off-hand, or for small races. Wouldn't have been something I'd have bothered making, but someone in the past wanted them, apparently.
