Question about Sshamath summons rule

2). Summons, animal companions, undead minions, bound planar being, familiars, and other servants are permitted in Sshamath so long as they remain in full control of the wizard who has summoned them and serve a purpose to the wizard. Dominated and other wild animals are not permitted in the city. Any law violations as a result of their presence will be filed against the wizard responsible for them. Sshamath is a paramount of arcane achievement and such shortcomings can not and will not be tolerated.

3).It is unlawful to be polymorphed obtrusively or to own obtrusive creatures whilst in the city. Forms and creatures which are exceptionally large (no larger than a medium-sized humanoid) or exude uncivil effects such as hellfire or stink are thus not allowed. This includes balors, celestials, treants or elementals. Excessive gathering of creatures bound, summoned, or dominated (greater than two) is considered obtrusive in public unless involved directly in merchantile activities (setting up booths, for sale) or on official Conclave business.
First, is it only wizards that are allowed to have summons in the city? Can a Cleric or any other class?

Second, how can you tell the size of a summoned creature in-game?

Third, where do these laws apply (to which maps)?

Practically all classes may wander around Sshamath with summons... it's pretty much like wandering around with slaves in tow. I used to wander around Sshamath as a disguised Sharran cleric with 3 skeletons and a bebelith spider demon in tow; my bard/bg often had her skeletal guard around as well.

This law had to do with polymorph, not summons, and judged by "hit box" size -- anything with a "large" or bigger hit box circle under it. The idea is not to be a giant polymorphed monster oozing toxic gas roaming the city, although "humanoid" (medium) sized forms are perfectly fine.

Most of the city maps - Marketplace, South, Glouras, etc. I suspect the Darkwoods, graveyard and Varalla's passage would be somewhat exempt because there are enemies on those maps. Might need a DM to chip in on this one!

Thank you for submitting these questions. After some consideration, we would like to answer these as follows:
First, is it only wizards that are allowed to have summons in the city? Can a Cleric or any other class?
S'shamath is a magocratic settlement. Only wizards are allowed to have a summon in the city.
Second, how can you tell the size of a summoned creature in-game?
As a rule of thumb, you are okay to use PnP rules.
Third, where do these laws apply (to which maps)?
These laws apply to S'shamath and Mist Lake (S'shamathian outpost).
