Minotaur horn weighs 2,5 pounds in-game, making them very burdensome to haul to Beregost, especially for a character with low strength. Horns from the bovidae group of animals (and perhaps monsters) are hollow; thus making them suitable for drinking ale in. 2.5 pounds seems to me a bit exaggerated.
And perhaps minotaur horns could be added to the group of items you can use with a crafting station, if you don't feel like running to Beregost. Again.

Horns are living tissue, and when the animal is alive are actually filled with bone. It is thus reasonable that a full, fresh, untreated horn is a kilogram when considering both the wet bone and the external sheath.
Having them available as a reagent is reasonable, but would likely be best properly considered when a more complete crafting paradigm on the roadmap is in development.

I am not a fan of any items turned in directly to NPCs (wolf pelts, bear pelts, rat tails, mino horns, etc). It removes a potential point of RP and player based market.
Allowing them to be used in another process, or bought by merchants for a fluctuating price, is much better for player to player interactions.
But I also agree with Kit, that changes to these existing items are best saved for a comprehensive rework of foraging/gathering/collecting/mining that should come in front of, or at least with, crafting.
I also feel you on the weight, but you don't know how many slow walks we've all done from the mino cave to Beregost to save gold up at 50gp a pop back in the early days when we didn't have chests on the server. Lol. I don't have real strong feelings either way, but id imagine the weight is close to realistic at least.
