FAI Cook and his eggs
I don't know if that was removed or what, but I seem to recall a quest being available from a cook in FAI where you had to collect some lizardfolk eggs. Seems that there is no interaction with this NPC. Apologies if this is not a bug and a feature.

It won't work for a PC above Level 19.

Suggest adding a dialog where if the PC is above lvl 19 the cook says "You seem much to powerful to bother with my little problems" or something like that so that it's clear that the quest is for a lower level. The cook having no interaction other than to look at you looks buggy.
