Question concering Hatred Domain: Battlemastery

How does Hatred Domain: Battle Master even work? The wiki says that this ability is a buff but I cannot use this ability on myself. And, when I use the ability on a hostile creature (the only time I get confirmation) it tells me that I cant use that ability because of PvP rules?
