As for title, i've made a char and i'm fighting with a short sword, but my char is not proficient with martial weapon by class or race. When my char wields it, there is no penalty.
Is it a bug or something else?

They do, but that's not what's happening here. I'm not yet sure what the problem is.
EDIT: Based on all the relevant scripts and the build information provided in PMs, it looks like War Domain sneakily granted martial proficiency. If that's the case, then that'll be working as intended.

Explained things to Dalolorn on Discord. Btw my char is not a rogue or a bard, or does have War domain.
