Severity
Minor. It's only a graphical issue that doesn't affect gameplay in any way, and can be entirely avoided if the player doesn't use the appearance changer.
The issue
Several custom hairstyles available under the HAIR section of the custom helmet appearances (accessible from the Appearance Changer mannequin) lack the Hide Hair property, which means that, when applied, they'll cause clipping with the character's actual hair. Vanilla hairstyles seemingly do not have this issue.
The bug was first experienced when customizing a female Water Genasi, but it's possible that other races/sexes share it.
Steps to Reproduce
1) Log in on the server.
2) Select Planetouched->Water Genasi (female)
3) Select a custom hairstyle, possibly one which is very long and puffy.
4) Finish creation and get in game.
5) Buy the Appearance changer tool and the paladin helmet (or any headwear really) from Tymora in the Nexus.
6) Go to BG, get in a small interior area to avoid lag.
7) Put on the helmet, use the Appearance changer to create the Mannequin.
8) Go to customize Headwear, select the HAIR folder.
9) Pick the first vanilla hairstyle option. Confirm the change on the helmet. Notice that the pc's hairstyle is overridden.
10) Pick any of the custom hairstyles. Confirm the change on the helmet. Notice that the pc's hairstyle is still visible, and that the two hairstyles now clip through each other.
What should happen
All hairstyle visuals applied on Headgear through the Appearance Changer Mannequin should be set to hide the pc's "real" hair, same as it happens when selecting closed helmets, in order to avoid weird clipping.

Those hair helmets are made by a python script and there's about 600 of them, this would be a tedious ask.
I would encourage using the makeover tool instead, though I realize it's far less convenient for putting a disguise together on the fly.

Yeah, I feared that might be the case...
After looking into it a bit more, it seems as if one could get around the issue by using the makeover tool to give the pc a Bald hairstyle as default, and then use the mannequin to change the helmet's visuals when switching between the "real" hair, any alternative hairstyles, or disguise wigs.
This seems to be working on most races/sexes combinations except for genasi (all four types, male and females) who lack a bald option. Maybe adding that to the character creator for those four races would be simpler?
