I've tested this twice now on a new Character, and Tale Teller background does not prompt for making choices, as it should.
One should be able to choose between Bluff and Perform and Lore: Local or Lore: History. As far as I can tell, it just auto gives Bonus to Bluff and nothing to either Lore skills.
