I've now bought 3 torches at Aello's shop, and every single one has turned out to be a dud. I've equipped, unequipped, walked through a transition with it equipped, and they never light.
Is there some step to lighting a torch I'm missing here?

You can try putting it on the ground, picking it up, and equiping it.
Sometimes it fixes torches.
Or ask a DM for one.
There is some bug with torches. When they are sold from shops they don't work w/o the drop it work around.
Or try to find a brass lantern from a player.

Also, putting a torch on your hotbar makes it stop working, then you have to drop it and pick it up again.
Dont use the hotbar for torches.
