What is the justification behind +4 max enchantments?

What is the justification behind +4 max enchantments?
If someone could fill me in on what the original desire to cap enchantments at +4 and making those artificially rare is, I'd appreciate it.

Helps to maintain balance/stability both mechanically and in role-play. Also, for the strain (lag) placed upon the individual PCs attempting to run NWN2, a RAM heavy software design.

I've yet to ask this question without vague hand-waving answers in response or obvious troll answers like that of Maverick. Just want a simple answer and the position supporting it.

I believe it rather intuitive but if you insist....
1.) By keeping it a mid level magic item server you are able to maintain parity. How is this? Well, if you have melee builds running around the server with +7 EB Weapons that boost their AB to even greater heights and multiple their critical ranges, then you have to adjust the monsters in that world to appreciate with the new curb. Basically making the team bump up the areas CR and with less chance of being able to balanc those areas for the haves and have nots? That's not to mention the caster who will complain, "Hey, what about us!?!"
2.) System lag: This is even easier, the more multipliers that your machine and the server has to add, the greater the strain. If you have alienware, NP but if you have a base, or antiquated machine then your screwed...... So, I guess if you have Alienware, that's not a problem for you.

I am guessing that +4 max enchantment on weapons and +3 max stats on items are in place so that you don't make Greater Magic Weapon and Bull's Strength, Bear's Endurance (and that line of spells) completely obsolete. It's a party game, not a single character game. Classes are designed so that they can improve each other.
So when you as a fighter group with a cleric or a mage, they can make your weapon +5, and thus improve you.

Agreeing with Deathgrowl, I do not know the original reason(s) for the cap, however capping the enchantments at +4 is party friendly, there still is a big reason to team up with a caster. That alone should be enough to not lift the cap.

Most microprocessors today can do 4 FLOPs (FLoating-point Operations Per Second) per clock cycle. Therefore, a single-core 2.5 GHz processor has a theoretical performance of 10 billion FLOPS = 10 GFLOPS.

I think what Maverick meant had more to do with on-hit properties. Those do make the server lag if they are used in quantity. Especially on armours and on characters with lots of attacks. That's why we 'don't have a lot of those. This is less of a problem for servers with smaller player populations.
Other item properties, such as enhancement bonuses, aren't much of a problem lag wise. Bags of holding also create lag though.
Its just how NWN2 is. Upgrading the server helped a lot though.
