There are five race-types for armors and male and female versions of each. Many armor and clothing styles are the same across the race types. A few are not. You found one that is apparently not. The only way to "transfer" it is to clone the human model version then adjust it to fit an elf's proportions as a new model file.
It is certainly possible, but probably not worth the effort of the Build Staff. You could do it yourself or perhaps find a helpful volunteer to create it then submit it for considerations. No promises though.

Well, if the armor models work anything like head models, often the 'name' of the file, determines what race the armor is dedicated to.
So if that is true, you could theoretically rename the armor MDB/Skeleton, to an 'Elvish' version and put it on your Elf.
If that works however, you'd likely see bad clipping issues, and mis-aligned hands and feet.
