I think that's just a screenshot of a bugged interactable object highlight toggle. Press your hotkey a few more times to make it go away. Happens to me from time to time.

Nah, it's actually not interactable. I can't even click it, it's not just the highlighting.

The non-highlighted pedestal is probably not set as interactive, such as not KEMO sittable.
PC1 = Nerys, Emissary and Skald of the Greyfox tribe, last seen roaming north near Secomber
PC2 = Valqis Sanejmeh; far away cartographer, Oracle of Nut at chaltin QulDaq, former navigator of the Sea Seeker, Reader of Candlekeep and sometime performer.

It appears to have flown from an explosion in battle and just happened to land at the right place or something. I laughed when I saw it.

Actually, I believe Cubicle changed it incidental to city changes for the 1351 DR campaign.
