KOS just means more chances for PvP (which plays to powerbuilders).
Application just speaks to the possibility for an elitist class of players, I would advise against this except for in cases of non-mechanical superiority (hense the admission without mechanical benefit).

That's why you would have to be a good at your RP, able to work intelligently with your fellow Yuan-ti brethern (players) to prove it so. In other words, you have to be a dedicated RP'r, which I am sure you might be capable Whistler. I have seen your efforts first hand, they are considerable

I don't understand why you want to punishing players for wanting to play "evil" (normally hostile races). I remember playing a couple servers in NWN 1 which allowed players to be a bunch of evil races it required an application which I have no problem with. Guess what? it was FUN , there was constant confli t and I really enjoyed the RP. We are playing a game, I know you want it to fit the lore but if people have to fill out an application, it would turn most power builders off and act as quality control to keep the immersion.
I can see a lot of fun RP occurring with them, perhaps rumors will get out that yuan-ti have infiltrated BG and everyone is on edge as almost anyone could be a disguised pureblood. It could lead to witch trials and people being falsely accused. I think it would be a lot of fun for both groups.

If you are willing to play an ECL 4, to keep the mechanical benefits but not an ECL 2 without them because of the.....RP, that doesn't make much sense.
I am sure that the DMs are going to love dealing with the issue of accused Class Elitism with the application only, not to mention the constant griping back and forth about who meta-gamed who when an infiltrator was supposedly caught. If an infiltrator is proven to be caught, what then, instant perma-strike would almost be a necessity to maintain governance of the application process, another DM nightmare to deal with. Lol, why would powerbuilders care about filling out an application. Most power-builders show aptitude for great intelligence, they aren't illiterate
Furthermore, a point I have had yet to bring up, is that there is already a great "societal" presence of Yuan-ti in the form of NPCs on this server. Where would these new players fit within that scheme? If they move to that area to grind, I would view that as fratricidal metagaming BS since the Yuan-ti society is both heirarchal and nearly singularly driven.
Then, if these "agents" are working to aid the greater Yuan-ti collective, where exactly is the line drawn between PC and NPC power? Will these players exact control over this powerful presence? I think it is a very thin line. One that the Darkholder Zhents had to/have to walk, with some success but I have also born witness guilds not working within the framework of established DM guidelines on this server....which regarding the Yuan-ti, could turn ugly for this whole server.
This just has shades of Triel issues written all over it....
