I've submitted this to DM team earlier, but didn't receive any response, so I'm reposting it here.
Below is shorter version of official pvp rules, reduced to bullet points.
I made this because I find official rules a bit hard to follow.

General:
Have RP reason for PVP
Set hostile before initiating PVP.
Allow RP out, unless target consented.
Consent:
RP hostile action first. Give a chance to avoid PVP IC. RP outs include fleeing surrendering, apaologizing,
chaging subject, diverting hostility. The other side can toggle hostile and attack.
Counts as consent:
Hostile action (draw weapon) - with THAT player only. (third parties must give RP out if they want to initiate)
Auto-consent:
Buffing, use of potions, wands, power and scrols during confrontation.
Resting to regain hitpoints during confrontation.
being polymorphed. (you're perceived as what you're polymorphed into), unless you shapeshift back and give an RP out.
No RP out required:
Committing IC crime in front of witness and then running away.
Parties that catch infiltrators in their guild holds.
Against character that continuously provokes, taunts, slanders, bullies or offends another. Single remark does not count.
Fleeing:
Transitioning out of area counts as fleeing. (24 hours cooldown after taht).
Hanging and permastrikes:
PVP in front of guards. Lawful dueling on farmlands is not part of this.
Guild halls:
After successful PVP in guild hall, infiltrator must leave. (npcs would remove him/her/it)
Summons and familiars:
Familiars and animal companions counts as part of their master. Normal PVP protocol for attacking companions/familiars.
Summons can be attacked and killed on sight. Normal protocol for attacking the summoner.
Assasinations:
Only under DM supervision. Contact DM, DM must be present during attempt.
Temporary exception from normal PVP rules, but DM MUST BE PRESENT.
No DM during assassination -> violation of pvp rules.
Aftermatch:
Amnesia after pvp death, 24 hours.
Avoid direct interaction with the other player for 24 hours, unless you received permissions.
I think you deserve a medal. This should be stickied somewhere, heh. Its amazing how many people are ignorant of the PvP rules. Though, that can also be because they are trying to get their way by moaning and complaining. But, we can always work to eliminate the truly ignorant, and if not the complainers.

So maybe add to the "Auto-consent" bullet something like "Being currently engaged in PVP auto-consents to PVP from third parties"?

The ones who constantly complain and whine to the DMs in a vain attempt to get their way, and the ones who constantly redirect blame instead of facing the fact that maybe they have an issue are even worse (Those types are the real reason that most PvP is so hellish. They infect conversation/RP with their OOC post PvP arguments, squabbling, and sobbing). Large egos make for terrible playmates.
The kind of player who can dish out a punch but it utterly incapable of taking one. Ugh. Those ones are truly disgusting and toxic.

Hmm, then I was right.
And of course there should be an RP reason, but you know, that should go without saying. This is an RP server afterall, but I get where are you coming from. I guess the rule is in place, becuse you can't really take an RP out while fighting, and people should be able to protect their friends.
But as I said, I see the possible bad side of it. No rule is perfect, but this seems reasonable in my eyes.

MIght have been covered satisfactorily in the above posts, but yes. There should be an RP reason for all PVP, this rule deals with the idea that it is not feasible to go through the "RP out" thing if the fight is already in progress.
Edit: Actually, change that to "There should be an RP reason for MOST PVP... Sometimes people I am OOC friends with have sparring matches that we have agreed are OOC jut to test things out, or see what would happen, or out of boredom...and then there was that one time Kagger showed up to Xvarts while me and some mate were leveling new toons and we just had the unspoken and sort of simultaneous idea to put him down as a a gag... (And even at lvl 30, three mid lvl archers opening up on you with no warning is a bad bad situation, lol) ...good times...
