That level 1 character has 10 more AC than Endelyon.
That being said, the good reason for this change is that the QC team discussed the idea for the last month and finally came to a unanimous decision to add it, and it was approved by our Lead Programmer. If Ras or any QCers want to chime in here to explain the reasons, feel free to do so, but I wouldn't pressure any of you to go into it.
For my own part, some of the benefits are obvious. The restriction is OOC. Minimum levels cause problems with CharlieUI appearance changer. It's easier for DMs to design events for a wider level-range of characters who have similar gear. It allows players to use high-level loot they find in a lucky drop right away. It gives the high level "haves" more motivation to gift epic items to the low level "have-nots." The list goes on.
Just get in the game and check the change out before speculating that it's going to cause issues in the way the module plays and the amount of fun you have. I've played on other servers that had Item MLs turned off and personally I think it's WAY more fun not having to worry about such.

If lower level items lose their value then decent equipment becomes cheaper to purchase at those levels too. The truly epic gear will remain rare and will continue to cost a lot.
Well, not to go all commerce-mode, but it's about supply & demand. The value of those low-level items will go down, yes, as will the cost. The players will neither be gaining as much gold, nor will they need to spend as much to gear themselves in the first place.

What is special immersion? Sounds more valuable than those items I possess.
It isn't about forcing. It is about twinking. LET THE GREAT FUTURE OF ULTIMATE TWINKING COMMENCE!!! ALL HAIL...this bassakwards decision!
So are we just wanting epic items to become even more rare considering now everyone will want them at every level? I would have definitely waited to turn them off till crafting was in place. This just puts way more emphasis on the epic crafting.. Because why would anyone bother getting a +2 fullplate when we can just hold out longer and get a +3 or a +4.
IMHO, all this did was widen the wealth gap. Low level items are now pointless and high level items are more saught after.

I'm not trying to kill the discussion or anything, but I just want to make sure that you're not investing your effort in a bid to get the minimum levels turned back on. This change is irreversible. Not that we're unwilling to reverse it--literally, it CANNOT be reversed. There is no going back, and it cannot be feasibly turned back on because it will result in broken character logins.
Hopefully this doesn't come across as a "my way or the highway" thing, but QC made the call and I trust the call we made, and part of that call was the knowledge that it would be a permanent change. For better or for worse, this is what BGTSCC is now.
Anyway, there has been some productive discussion here about how this will change the PW (as it IS a change and WILL change things), I just want to see this thread move away from comments like "this was a bad decision," as it's simply a vague criticism of the group of volunteers who make these kind of decisions for the server, and criticism of QC will cause QC to case less about QCing.
Let's try to keep things respectful about the update, the developers, and each other.
P.S.: As far twinking goes, when we open up KEMO storage to players soon that will give us the option to make muling/twinking against the rules if it seems necessary.
as far as the commerce part of this goes. that will work itself out as what would be odd now will be norm later. no big deal.
The problem i see is the twinking. it will cause a strange alienation to new players trying to figure this game for the first time. even a fully geared (not epic) lowbie stands out so much compared to the new player first 10 levels. turn that toon's gear epic and it could be dramatically segregating to that new player. I am not in the meetings, but i would think making the new players feel more comfortable would be the goal not the opposite. This seems to only benefit the old players.

I'm uncertain that many old players are going to be rolling sudden new level 1 characters just so they can twink them and go nuts. Old players tend to be pretty invested in the character(s) they already have. And if they want a new one? I imagine most will continue to stick to the RCR. =P

Don't worry, your comments were not the ones I felt were disrespectful. You've presented your concerns quite reasonably throughout.

I personally don't think it was that bad an idea. However, I do sort of think that making an irreversible decision without using the forums to discuss it with the whole community is EXACTLY a "my way or the highway" thing. Is the input of the playerbase wholly unvalued? QC is not, in the opinions of many, a good representation of the opinions of the playerbase as a whole (as evidenced by those opinions I mentioned).

Maecius has talked about BGTSCC belonging to the Community.
But when QC makes a decision behind closed doors that effects EVERYONE without any warning nor any say on the matter, it belittles the idea of Community on a whole.
I respect QC to be good judges of changes and quality assurance, but that should not extend to bring able to decide on sweeping changes to the Server without the Communities voice being heard, before hand.
