That's because you can see people walking in and out of the map there much better than the interior which can lead to higher chance of RP. I like Soubar better since I can wear my weapon and mask

As I understand it, the entire area of the FAI isn't meant to be a hub at all. That it is is because the players chose it to be so. Even still, some things that are available in other 'hub' areas aren't available at the FAI, nor will they be.

It's just weird to see the interior of a tavern deserted while the constantly-rained-on-and-attacked-by-everything campfire has so many people.

It is a natural hub by its location.
For one, you can spawn at the FAI at server reset once you hit a certain level.
Secondly, it is almost central to a number of locations between Doron Amar, Beregost, Candlekeep, and Baldur's Gate (not to mention to quests for the orc head, imp's ingredients, mushrooms, coal, and lizard egg).
Thirdly, it's somewhat central to level progression. From zombies to kobolds to forest creature things (no longer lizards) and gibberlings onward to goblins and up. That also makes is central not only geographically but XP wise as well.
On top of it all, there's an auction hub there. Join that with all of the above, it's somewhat natural.
Many people see "campfire RP" as derogatory but the truth is, it is probably one of the most convenient and natural locations for RP on the entire server.

For some, it's the transitions. I take forever to load into an area, and so it's admittedly easier to just park Rania some place outside to RP than to go through the loading into the inn and then loading again to go back outside.

The FAI is a great location area wise and a crossroad between majority of them in the surface.
As I see it every race and their pets can, tolerated or not, be around the campfire while FAI interior is restricted. Might be one factor it is more popular than the interior.
EDIT: Also you cant cast magic inside FAI.

The campfire is right along the path. One person sits down at the camp, and slowly folk walking the path see that person and joins. We would need a reason to go into the actual Inn so we can see folk sittng around and join them.
Also anyone can just sit by the fire. Campfire ettiquette requires no invitation- its communal. It is rude to just sit at another persons table or at best, presumptuous.
Lets see if Bentley would mind if we move Mudds Auction house into the inn itself. Sound good?

any one can make the own campfire and there many others around so why is it so impotent we hava campfire out side the most beloving place and people sete there from eveing to morning so that ruine the RP there when frpm RP tp Evening to Morning

It didn't used to be the hub. The hub used to be the camp fire area at the end of the bridge coming from BG, years ago. The fire with the playing card table and all the caravans. I actually think it's still a much better spot honestly.

Why do people go into an inn?
- Food - not needed here.
- Drinks - not needed here. Social drinking can be RP'ed anywhere.
- Shelter from weather - not needed here.
- Sleep/rest - can be done almost anywhere. The wet muddy ground is just as good as a warm bed.
- Entertainment - up to players to produce, and they can just do it anywhere. Who cares if it's raining and cold and the middle of the night.
- Buy supplies for the road - merchants are outside the inn.

It was planned—can't say if it was applied or forgotten—that tavern/inn interiors would give greater/speedier RP XP gain.

Strictly speaking, are you even allowed to break a bottle or a glass or do similar small things that wouldn't be a big deal between player characters but NPCs of the tavern, particularly those who work there, might react to?
You also miss out on:
- Encounters with people on their way somewhere. Except maybe the rooftop.
- Encounters with people coming to seek help which they would easily have found before hitting the inn.
- The sudden "Oh no the next lich/dark lord/mustache twirling villain is attacking the inn" event, which happen for some reason.
