Arent they still based on a tradition founded in Telflamm, which arguably leads to it being Eastern influenced due to migration?
Either way, does adding Katana (or these rogue flails), create some sort of imbalance?
They are a seriously underplayed class, i doubt a little love would hurt things.

Considering the incredible power builds other classes get... I hardly see how adding Katana into the phantom weapon prof would break the balance.

Per adding the Phantom class to those flails so you don't need UMD:

Per giving Phantom access to katanas for free:
Phantoms already receive access to the same weapons that monks and rogues have available to them, we can't just grant them proficiency with a single weapon, the only thing we could do to make katanas available to them is give them a free Exotic Weapon proficiency, which will give them access to Bastard Swords and Dwarven Axes as well.
The way I see it, it may not exactly be a severe balance concern, but why should Phantoms in particular get access to a feat that even a skilled Fighter from the Far East would have had to spend one of their feat slots on?

I haven't come across any items that allow Phantom yet, it appears they were just forgotten during item creation.
Although I would prefer we used less item requirements across the board, it seems like a fairly glaring omission considering the classes already on there.

Thanks for adding phntom to the rogue restricted maces/flails.
Katana was just an idea to give them an unique appearance. It wouldnt be fitting to give them all exotic weapons. Katana seemed fine as they simulate Waikzai swords. But if its not possible to do so in the game... so it be.
Blinding Strike: any chance to make phantom level count in? Seems also fitting for Phantom. They have instant invis but not Rogues HitS.
Flash Grenade/Grease bomb: do they work with Phantom or can they be made so?

short swords can be made to work like wakizashi's! 
The renaming of Ninja to Phantom was to distance the class from the Kara-Turran lore which doesn't really fit in the Sword Coast.
Blinding Strike and Bombs were specifically made for Rogue's to have extra oomph, but considering Phantom is already considered the 'lesser' option there might be some reason to consider granting them the additional DCs on blinding strike. I forget if Phantoms can prime bombs, but I think that was also given to Rogues only.

Therefore, Phantoms should get the following proficiencies: Simple, Martial, and Exotic.
As for why a skilled fighter from the Far East would have had to spend one of their feats on Exotic weapon proficiency, because they have spend their time learning how to use the Tower Shield and Heavy Armor. Not to mention that if we take a look at the OLD appearance changer, it is mostly the Short Swords, Scimitars, and Spears that used to have those Far Eastern weapon models. Where as the weapons such as Shuriken and Kama are clearly 'farmer's tools' and Bastard Swords and Dwarven War Axes are not a part of the military outfit of any regular organized group of military men or village militia.

Sometimes every 2nd char you meet is from Kara-Tur ;D
I would make a faerunian char, but i would like to insert some exotics like katanas^^ -> of course without taking the feat
EDIT: Katana are medium weapons, not useable with weapon finesse; terrible idea to use them with Phantom... better stick to Short Swords then

With the turn this thread has taken I now have the idea of adding Phantom only items to the server that reinforce the class lore. If adding things to Phantom isn't appropriate because it's a distinct class then let's double down on that and make it stand out with some class gear.
